Police intelligence officer executed in Guadalajara

"Plata o plomo" is the message


Guadalajara -
A 29 year old officer assigned to the intelligence division of the Jalisco State Police Dept. was assassinated in front of his home by a lone gunman yesterday.

The eight year veteran joined the force in 2005, and was assigned to a unit known as SIGMA, which monitors and investigates drug trafficking, the weapons trade and organized crime.

The gunman fled in a vehicle after the 7:30 a.m. attack. No suspects have been identified.

The victim was the fifth Jalisco officer executed in 2013, and the second within the Guadalajara Metro Zone in the past nine weeks. Police are frequent targets of narco violence in this state.

Commenting on the latest such case, Dante Haro Reyes, an investigator and security expert at the University of Guadalajara, said that organized crime attacks on law enforcement are designed to intimidate both police and the general populace, and to persuade the former to betray the public trust. "Plata o plomo" is their message, said Ryes. "Silver or lead - accept a bribe, or be prepared to die."

Some rural communities have created citizen militias, a controversial response to Mexico's domestic insecurity which is causing many headaches for the new PRI administration of president Enrique Peña Nieto and local officials charged with maintaining public order. Mexico's troublesome policías comunitarias will prompt some to argue Failed State theories.
